When you have to reboot single user mode you find that your national keyboard has not been loaded. Since RedHat mounts filesystems in single user mode I see no reason loading keytables is not part of the standard boot procedure for single mode. In addition given that if some filesystem is damaged /usr could not be mounted and that the /etc/rc.d/init.d/keytable will not be run then something is wrong with the way keytables are loaded. The place for loadkeys is under / not /usr and there should be a copy of the national keytable orf the user somewhere under /lib with the keytable being loaded by etc/rc.d/rc.sysinit.
