Yes. Well, it needs to be enabled there (which it is by default),
then use the access database.

Sorry to have to say this, but RTFM.
$ less /usr/lib/sendmail-cf/README
$ less /etc/sendmail.mc
Relaying for local domains is on by default, denying for anyone else
is also the default.
Access is controlled using /etc/mail/access (and then the Makefile
to create the access.db).
All is explained in the README file.
