>From software point of view sure it's possible to disallow shutdown by
normal user but one can only do so much on the software-side - if you have
access to the console you very likely have access to the power cords too
:) Unless of course you arrange some special locked cabinet for the box
etc so that only mouse, keyboard and monitor cables are accessible.
