I've found depending on the server I'm dialing into I sometimes need to
add..

PPPOPTIONS=noipdefault

... to my ifcfg-ppp0 file.  (I'm pretty sure about that syntax but it's been
a while.)  Some servers seem happy to give what ever IP address they are
asked for.  *shurg* If you turn on debugging for ppp0 and look at the
requests and responses for the config negotiation you should be able to
confirm this.
