Our GST is a kind of VAT.

It gets charged on every sale; businesses can claim a rebate (input credit) for 
GST paid.

If I buy a computer for my business (or to resell), then there is 10% GST 
included in the price I pay.

The GST component (1/11 of the bill) I can deduct from the GST I collect from MY 
clients. In some circumstances I can get a refund of GST - this might occur if I 
incur expenses establishing my business, fitting out my office and so on, but 
don't actually make (significant) sales in the period.
