Well, I don't think I'm Richard, but at any rate you should try
ImageMagick (a suite of tools; convert is the specific tool for
conversion) or netpbm, which is a suite of tools for converting between
differing graphics formats. Both are included with RedHat.
Also see cjpeg and djpeg for creating and decompressing jpeg
images.
