Well, there is one school of thought that says that if your CPU load is
consistently over 1, then you should consider a second CPU. I'm not
sure I agree with this, since in my experience the system can feel
pretty responsive with higher cpu loads than that, and it doesn't take
into account long-running nice'd jobs that always keep the load above 1
(per job) for as long as it takes.
