xset s 60 30

blanks the screen after 60 seconds of inactivity and refreshes the
background pattern every 30 seconds.  Also see the xset man page for info
on bell and mouse adjustments, stuff like that.  Alternatively, you can
used

xscreensaver -timeout 1

which does the same thing but uses xscreensaver instead of XFree86's
built-in screen blanker.
