Kerberos. V4 (CMU-style) and V5 (MIT-style) are both available freely on
the internet, with encryption, even if you are not in the USA. It is not
as impossible to set up as they say, it is compatible with PAM and/or
shadow passwords, it supports encrypted telnet, rlogin, and ftp transfers,
and it is very nicely scalable. (CMU and MIT both use it for their
networks with tens of thousands of users). There is no Windows NT
support (that I know of), but almost all flavors of Unix work with it
nicely.
