My ISP was giving me this error on 1 of my 2 eMail accounts.
Interestingly, I could telnet into his system, run pine on his machine
(via telnet) and read my mail just fine. I was unable to use my eMail
program however. I don't know what he did, but he fixed it by the next
day.
