This is, unfortunately, a common complaint. Have you read the stuff on Red
Hat's web server concerning PPP connections? That might help. Anyway, it
looks like the remote end is not talking PPP yet. First, get from your ISP
(or whatever) the specifics of how they want you to connect. Do they use
CHAP? Presumably they will assign you an IP address.
I also notice you are using pppd 2.3.3. Did you also update the kernel
code to 2.3 and recompile your kernel?
