srm.conf isn't located there. All the httpd config files (including
srm.conf) are in /etc/httpd/conf. If you put them in /home/httpd/html/
then they can be read by browsers on the internet (unless you stop that
with permissions, etc.)

It's a sort of system-wide .htaccess. Controls file types and things.
