Not really. A *successful* telnet connection would tell you there are no end-to-end problems, and point to a service configuration issue. However, there are a number of scenarios under which service can be blocked before reaching a given host; client-side troubleshooting is unlikely to be very useful in those circumstances. -- "Of course I'm in shape!
