Yup. And the default configuration is now to ignore everything except localhost, so every time dhclient runs, it picks up the NTP servers from DHCP, then promptly ignores them. If you change ntp.conf but not dhclient.conf, then your ntp.conf will be overwritten whenever your DHCP lease is renewed. Basically, all my patch does is change "default ignore" to "default nomodify," which is functional but safe. -- "Of course I'm in shape!
