Look in /etc/kde/kdm/kdmrc or /etc/X11/gdm/gdm.conf to disable the
shutdown option on the login screen. Each desktop also offers the option
to shutdown when logging out. This option can be enables/disabled by
users, and no doubt it will change a config file in the users's home
directory. You'll just need to find that file and make the mod for all
users.
