I'll answer my own question here.  I found a message/thread on the
xfree86-list at redhat,

It would appear the I didn't pay enough attention when I bought the
card; I purchased a "Powered by ATI" card, not a "Made by ATI" card
and some of the former have problems.  Like mine.  :-(
