For some reason I had it in my head that rawhide was 73... Oops! Anyway, went to the above site and got: logwatch-4.3.1-2.noarch.rpm then removed the old logwatch with rpm -ev and installed the new one with rpm -ivh both of which succeeded. Next I ran the command: /etc/lod.d/logwatch --print and low and behold I had output.
