No. The kernel is not making calls to the BIOS. Instead, the system's
chipset is remapping the memory addresses used by the ports on the system.
When Linux accesses these ports (directly) the settings in the BIOS
control what responds. The BIOS setup program is in charge of this
remapping. In effect, remapping the ports in the BIOS setup is the
equivalent of setting jumpers, except that the "jumpers" are really
firmware settings stored in non-volatile RAM.
