Is there a file I can look into that will tell me how many more reboots
before the filesystems are checked with fsck? I know my system checks 
every six months or every 20 reboots, but how is that set and where
can you see the counter? 

Also, if you have a bad shutdown and when you boot up fsck checks the
integrity of all your filesystems, does that mean the counter that checks
every 20 or so times is reset from that point?
