Well, if you're using the "vsftp" as the ftp server (The Default for
RedHat 9) try to edit the "/etc/vsftpd/vsftpd.conf" file and add (if not
already exists) the line: "chroot_local_user=YES"

Remember to restart the daemon process before test.
