if u invoked redhat-config-packages via GUI menu, it will look
for the psyche CD containing 'RedHat/RPMS' and not the iso files.

assuming your iso files are located on a mounted vfat partition
named /windows:

redhat-config-packages --isodir=/windows/isodir

where 'isodir' contains your psyche iso files.
or just use the cdrom with the isos:

mount /mnt/cdrom

redhat-config-packages --isodir=/mnt/cdrom
