problem installing new gnome icons

i know this is a known issue but i can't seem to get it resolved and its driving me crazy.  in gnome i can't install new icon themes. 

i read in a the gnomesupport.org/forum that all i had to do is remove the .icons dir and then create a .icons sym link it to .themes .  i did that and it still doesn't work. 

its not that i dislike bluecurve or the default gnome theme but i can't believe i just can't get icons installed...
