I finally figured out for myself on gnome (hopefully it'll work on KDE):

gconftool-1 -t string -s /desktop/gnome/background/picture_filename <FILE YOU WANT FOR BACKGROUND>

Run as the user you're logged in as on the desktop.

Also, is there an easy way to detect is one is running KDE or not? So that I can do something like

if ( running KDE)
  use ...
else
  use xsetbg
