I suppose it is /proc/sys/net/ipv4/tcp_fin_timeout . You can put the new
value in /etc/rc.d/rc.local as 
echo <new value> > /proc/sys/net/ipv4/tcp_fine_timeout so that it can
have that vaue at boot time.

You can also look at /usr/src/linux/net/ipv4.. There are c files that
specify the timeout period ..I am not too sure about that.
