Simplly, get apt from freshrpms.net and also get synaptic, which is a GUI for apt and will help go around slow or unavailable up2date servers.
here's a little excerpt from an osnew.com article: Grab the apt and apt-devel packages (you don't need the source [.src.rpm] rpm) and save them to your machine.
