You are looking for gtkhtml2, gtkhtml2-devel. There are multiple
versions of gtkhtml that comes with RH 9...

$ rpm -qa | grep gtkhtml | sort
gnome-python2-gtkhtml2-1.99.14-5
gtkhtml-1.1.9-0.9
gtkhtml2-2.2.0-5
gtkhtml2-devel-2.2.0-5
gtkhtml3-3.0.5-2
gtkhtml3-devel-3.0.5-2
gtkhtml-devel-1.1.9-0.9

Ignore the gtkhtml3 packages on my system. They are not included with RH
9. I have them because I have Evolution 1.4.0 installed.
