For many sites, Big Brother is free.  You only need to purchase a
license if the systems being monitored are used to actually generate
money.  It does get confusing at times - a mail server for an ISP would
need to be licensed, but a mail server for my company would not (since
mail is not what we use to make our revenue).  I believe that somebody
has been working on a totally open source version of Big Brother,
called, I think, Little Sister.
