I'm not sure what a "remote root access" account is, but you can 
create the "/etc/securetty" file and list in it the terminals you will
allow root to login as:

man 5 securetty

vc/1   } virtual console
vc/2
vc/3
vc/4
tty1   } serial lines
tty2
pts/1   } pseudo ports - used by Xwindows and for remote access
pts/2
pts/3
pts/4
pts/5
pts/6
pts/7
