I'm a total newbie here, but i had this problem and here's how i worked
around it:
If you set up a new user from the control panel, hit ENTER after you have
entered the password in the "encrypted password" field. This will prompt
you to enter the same password again for verification. (Similarly, you
should have no problem setting up a new user with NO password. I didn't.)
The problem only occurred when i entered the password without subsequently
hitting ENTER. Try it.
I don't think you can login as a different user from within an X session,
¿can you? I've always had to exit and login from the shell.
