It is NOT but is easy to compile in. According to the Kernel docs, you cannot run both ACPI and APM. If both are compiled in, whichever shall first load - runs.

When I say that it's easy - we compiled ACPI into 2.4.21 on some
desktops and solved some poweroff problems. I have NOT tried in on a
laptop but probably should.




My problem with non-stock kernels, is that then you are commiting to compiling the kernel whenever there is an update. I have enough systems to maintain that I don't want to use custom kernels. It's too bad it wasn't imp[lemented as a loadable module.
