Well, not really. The whole purpose of a netmask is to permit you to subnet
a larger network; for A and B addresses, especially, this is perfectly valid.
For instance, it's exceedingly common to see a netmask on a class B of
255.255.255.0--giving you 255 class C networks.
Now, as to whether that's what he *intended* to do...
