I don't know what the plans are for SAIR, although I would bet against them reactivating their certification program.
I don't work for LPI, I am simply on their Advisory Council. I can't say that I am up to date on the particulars of the exam content. I am pretty certain that LPI does not offer an exam exclusively covering webserver security, but I think that is content covered at least somewhat in the Level 2 exams.
One of the great things about LPI is that it is a community based organization, and the community has input on its offerings. You have the opportunity to provide input on the content of the Level 3 exams and future exams.
