WHen I do the:

rpm -Fvh rhn_register-2.8.34-1.2.1AS.i386.rpm

I get this:

warning: rhn_register-2.8.34-1.2.1AS.i386.rpm: V3 DSA signature: NOKEY, key ID db42a60e

What am I missing???

Just an option - but you could script the update of up2date in your
install procedures if you're looking to install RH on that many
systems.  Otherwise, it can't be _that_ inconvenient to click on a URL,
click save, and type rpm -Fvh *.rpm.  I wouldn't expect RH to release an
ISO for an up2date update when they don't update the ISO for all
vulnerabilities.  That's what updates.redhat.com is for - especially if
you're using the RH9 freebie.
