Short answer: add a script to the /etc/init.d folder.

Long answer:

Qmail doesn't recommend using this system, it uses its own system called daemontools instead

If you're interested in doing things the redhat way, use postfix instead. Qmail does things its own way. See http://www.lifewithqmail.org
