Usually when swat is installed via RPM, it is installed via xinetd, then you just do "chkconfig swat on". I have no idea what other installs, such as from source, may do with the swat stuff.


But was wondering why it's not just a standard service.

Probably... guessing here... because it's a very low-use thing and no reason to have it consume resources when not needed. Better to have it called by xinetd when necessary.
