1) Use ssh from <http://www.cs.hut.fi/ssh/> and/or
<http://www.datafellows.com/f-secure/fclintp.htm>
and
2) login as a normal user and "su -" to root. - This is normal
protocol in a multi-user environment.

or 

3) edit /etc/securetty to include ttyp0 - ttyp99 :-)
