I've been having very similar problems with my ADSL connection here.
Basically, I can't get past the peer I'm connecting to. Because the problem
lies at my network provider, I can't tell for sure what's going on, but the
ISP reckons it's a RIP problem (systems further upstream from the peer stop
listening to broadcasts).
It isn't a line problem, IOW. It's possible that GTE could monitor the
gateway you're connecting to, so as to get a handle on what's happening.
Good luck with persuading them to do so though... :-|
