You have a few options open to get your desired result.....see below

You really dont have to setup outlook express, search the archives for
mailing all users, there were a number of scripts thrown around. I can mail
you a couple if you cannot locate yourself.

If there is enough users (relative to work), and you want to do a bit more
work, Majordomo as posted will allow you to have all sorts of list,
including one that cannot be replied to. If you do go this way, email me
and I will send some info that may save hours .....At least the addressbook
is exportable now if you did go this way.
