xemacs is pretty kewl, but a little big IMHO. Joe is also a nice editor. U
can just open up a terminal and use it as if x wasn't running.

I normally use emacs (not xemacs) for most of my development, including
web pages. However, when I need to edit something quick and I do not need
versioned copies I use gvim.
