Where will your website be? If this is the gateway, a website could be
behind it. If not, 16MB isn't great but it's not the end of the world
either. I think a single 50MB partition would be adequate regardless.
There is a /root so I take it you mean "/=900MB"? Don't give 900MB to
/root. .9GB is a little tight but not bad. Your website, ftp, etc. will
use space in /home and /var. Why have your one partiion between / and /home?
I would be clearer about what you hope to accomplish with partitioning.
The two main reasons people partition, I think, are (1) as a firewall is
something starts eating space (like logs, a trojan, a DOS, a faulty fs,
etc.) and (2) to make backups and other tasks easier. You can also mount
systems read-only if you set it up right (Red Hat will try to do this).
The Red Hat docs used to have a discussion of this.

I would NOT change the partitions later. Why partition at all? You're
going to have to leave some room for logs in /var which will be in the /
partition.

Everything gets installed out of the box if you select it. You're probably
going to want to do a custom install to limit the OS size to 400MB or
smaller (so you have 500MB for logs, tmp, etc.).

A 486 running Linux isn't going to set any speed records but it can serve
up a lot of text pages. Probably easily enough to get you kicked off your
provider if yours, like mine, forbids servers of any kind.
