There is probably a lock file for the modem that didn't get reset when
you rebooted.  Look in the directory /var/lock for something like
LCK..modem.  If it's there you need to delete it, and then the modem
should be accessible.  Normally, the lock file should be deleted
automatically when the program using the modem exits normally.
