Nope.

However, I found the answer.  I blew away the win98 network setup (again!!) and
redid it from scratch (again!!).  It now works!

I'm not totally sure but I believe the problem had to do with binding.  The
win98 system has two nic's in it.  I may not have done the protocol binding
correctly for the card on the internal network.  In any case, I very, very
carefully set it up after a tip from another kind soul.
