That is illegal. Charging a credit card before shipping the product
is plain against the law. At least in the US.

Darned right. I purchased an Intel dakota dual pII motherboard, and two 
matching pII 266mhz cpus from a certain company located in Addison TX.
When it arrived, I found an obviously used non-functional intel dakota mb,
and a single pII 266, also obviously used, with bent fins and a cracked
casing. 

I was quite irate. I called them, and was able to get an rma out of them, 
but I lost $50 in shipping the product to and from.

They are still in business, and are still listed on pricewatch.

Beware.
