Not allowing users to change passwords.

Is there a way to do this?  I can only imagine there is.  But I can't find
documentation:  Iwant to be able to set it or change it from root, but I
don't want a user to be able to do it. 

Basically I'm setting up a crippled account.

Unfortunately I know how to do it in NT.  But that's neither here nor
there...nor, now that I think of it, is it relevant.
