With nslookup you should be able to get info returned on your own servers
or any other qualified servers
at the prompt nslookup <your secondary name> should return the
name and IP of the secondary server
to force nslookup to use the secondary server for some other lookups an
tests do ...
nslookup <IP your looking up> <name of server to use for nslookup>

results of ping and tracroute ? these tests should really be showing where
the break is......

Ok , these and your DNS is being monitored ...... they will be polled
every 10 minutes

Only possible if it is being absolutely hammerred........I have not seen
all your tests, but DNS is only for resolving names, and if you have 2
servers and one is off the local net, then this should never stop a name
from resolving......from outside anyway..
What I would do from here is if you are notified of when the condition
exists, ping an IP that you know is good within your network (say the NIC
of the DNS server) , test others within the net as well
if ping return is zero ..... its not DNS as DNS does not stop ping to an
IP .....
I will contact you off the list........
