Odd dns problem

I've been doing some modifications to my dns settings, and when I
restarted the server doing ndc restart I get the following error:

ndc: error: ctl_client: evConnect(fd 4): Connection refused
ndc: error: cannot connect to command channel (/var/run/ndc)
ndc: error: pid not valid or server not running
ndc: error: name server didn't start

named comes up just fine when I reboot the machine, but I can't manually
restart it.  Any ideas as to what's wrong?
