Looking for a way to pass the weekend, I took the ratio code from BeroFTPd and ported it forward to WU-FTPd. It's all been updated a lot, and with just a bit of work, it's a very clean patch. I also fixed the documentation so that data-limit is advertised in the ftpaccess man page (it was referring to byte-limit, which doesn't work), and rearranged a bit of code, so that data-limit'ing will actually enforce a data-limit.
