sounds like something is already accessing the modem.  ppp maybe?  Run the ppp
configuration program and make sure that ppp is not set to connect on boot.  I
used to use the controlpanel network configuration program to do this.  Linux
conf probably soes this now but I don't know for sure.

There may be a lock file that minicom looks for and won't connect if it is
there.  My guess is that it will be in /var/lock.
