It could be a seized fan bearing. Does the fan turn at all if you prod with
something like a pencil? (If it's a standard brushless DC fan, the fan will
'toggle' from one position to another - that's OK.) Sleeve bearing (bushing)
fans do wear out with time.

If it doesn't turn when pushed, then it may be possible to restore the fan
by applying a light lubricant (I've used WD-40) to the bearing. To do this,
you need to expose the bearing, which is often underneath the label on the
fan. There may or may not be a small plastic or rubber plug in the middle of
the fan housing (underneath the label). If there is, remove it. Underneath
the plug or label you should see a small metal shaft, which is held in place
with a tiny metal clip. Underneath the clip there is a small plastic washer
which sits on top of the bearing (bushing). Spray a tiny amount of lubricant
on the plastic washer, being careful not to give everything inside the
computer a bath. The fan should now turn freely when the power is turned on.

I have brought both power supply fans and CPU fans to life using this
technique, but YMMV.
