I can't help with the first part, but for bootable recovery tapes, it depends
on the platform. If you are running on a Sparc, it is not problem. But for
a PC, you need to boot off of another media, and restore from tape. BRU
offers software to do it. I am not sure about an open source product.
An alternitive for Red Hat would be to set up kickstart to install Linux from
the CD, and then restore the custom stuff off of tape.
